After checking with the various construction department foremen, I stumbled across the source of the problem.
It looks like the masons, received a previous version of the prints, in error. Regardless of the source, this is going to have to be corrected. If not corrected it will not comply with ADA specifications, and cause those in wheelchairs to be unable to access the classrooms, never mind the restrooms.
Processes need to be developed, to prevent this kind of thing from happening in the future, as correcting this kind of problem will cost two to three times as much as doing it correctly in the first place. Most definitely, there needs to be better communication between the design and construction departments when changes are made.
